Smile Ban on baiting to halt cwd

I speak with many deer hunters on many subjects, and one question is commonly repeated. Come winter when the deer yard up, (creating sometimes hundreds of deer in one location) won't all our efforts to stop deer from eating and licking in the same spot prove fruitless?

I know there are many opinions on baiting. This question is posted to address one question.
Is a two gallon limit spread over a 10x10 area any worse than what deer are exposed to every winter when they yard up, or in the spring when they all gather to feed on the same little patches of fresh greenery?
